Due to current circumstances, we kindly ask that you extend the dry cleaning machine replacement period. DryCleaners' perc machines operating in New York City must be replaced with new solvent machines by December 20, 2020. However, for various reasons, we cannot replace our machines within that period.

Firstly, due to COVID-19, most dry cleaners’ sales have dropped by 50-80%. As sales fall, the problem of being able to make rent is becoming a big issue to us right now. This may seem like the same problem all small businesses may be having, but dry cleaners have to also deal with equipment replacement. Equipment replacement is the largest business expense that is expected to cost at least $120,000. Recently, I have heard a lot of talk of people closing their stores because reinvesting in their businesses in the absence of sales doesn’t make any sense to them, In fact, that's why a lot of dry cleaners owners have decided to close their stores.

Secondly, 4 to 500 dry cleaners will have to remove or change machines within this period. Even if all equipment companies in New York City are mobilized, replacement or removal of all equipment within a specified period cannot be completed. There are physical limitations such as insufficient inventory of new solvent-related equipment, a long waiting period for permit approval, and the addition of facilities such as sprinklers. Besides this, it is virtually impossible to remove or replace equipment by the end of this year for a number of reasons. Please understand our situation and make an extension decision as soon as possible. A minimum of 2-3 years extension is needed. Equipment can only be replaced once our businesses are normalized. We want to grow into a win-win business that complies with the regulations of the city and state. Please help us!
